Why parts are harder to classify than the vehicles they go into
A complete vehicle has one obvious heading. A part often has two, and the wrong one is the one most people reach for first. Heading 8708 reads as though it covers everything fitted to a car, but it is a residual heading: it applies only after every more specific heading has been ruled out. Tyres are 4011, batteries are 8507, seats are 9401, safety glass is 7007, and wiring sets are 8544, regardless of the fact that all five are shipped as car parts and invoiced as car parts.
The second trap is what the tariff calls parts of general use. Bolts, screws, springs, chains, and similar hardware classify in their own chapters by what they are made of, not by what they are fitted to. A box of suspension bolts is not a suspension part for tariff purposes, and declaring it as one is a reclassification waiting to happen at the border.
Engines follow their own logic entirely. They classify by ignition type and cylinder capacity, not by the vehicle they were pulled from or destined for. Spark-ignition engines sit in 8407 and compression-ignition (diesel) engines in 8408, with the subheading decided by displacement and application. The engine out of a truck and the engine out of a car can land in the same subheading, and two engines from the same model can land in different ones.
One combination sits on the line between a part and a vehicle: a chassis fitted with an engine but no body. That is heading 8706, its own heading, neither a part under 8708 nor a vehicle under 8704. It comes up on breakbulk and RoRo shipments of cab-and-chassis units more often than its obscurity suggests.
Four questions before you file a parts declaration
Own heading?
Check for a specific heading before defaulting to 8708. Tyres, batteries, seats, glass, and wiring sets all have one, and the specific heading always wins.
Part of general use?
Fasteners, springs, and chains classify by material in their own chapters, not as vehicle parts, no matter what they are packed with.
New or reconditioned?
The six digits do not distinguish, but most destinations do at national level, and used or reconditioned parts carry different documentation.
Whose vehicle?
It does not matter. OEM, aftermarket, and remanufactured parts of the same description share a code. The brand on the box changes nothing.
